Fixes to module installation.
* Upgrade ExtUtils::MakeMaker, and remove old workaround.
* DIME::Tools won't install without --force (needed by SOAP::Lite in travis).
* Remove SOAP::WSDL from cpanfile, as it won't install and nothing
needs it apart from Barnet (UK specific).
