Switch to JSON::MaybeXS, remove JSON::XS.
Travis has Cpanel::JSON::XS preinstalled, which means that the build
would fail there, as JSON::MaybeXS would try and upgrade JSON::XS to
version 3 which the snapshot did not contain.
